The problem is that the Birth Certificate on file in Hawaii is a Certificate of Live Birth. During the early years of Hawaii's statehood, anyone could apply for a certificate of Live Birth without actually being born in that state. Hawaii was a renown location to falsify records in order to become a US Citizen illegally.
